🏰 Little Europe
“Where the old world meets the new. The Mafia elders still remember how it used to be—before the Corps, before the War. They drink espresso in the same cafes their grandfathers did, plotting the same kind of vengeance.”
A divided district of old brick buildings and modern skyscrapers—Night City’s cultural melting pot and the last bastion of Old World organized crime.

Little Europe is one of Night City’s most diverse districts, composed of tightly-knit neighborhoods made up of old brick buildings and tall skyscrapers alike. The district represents Richard Night’s vision of a faux East Coast—elements of Boston, New York, and Philadelphia transplanted to the California coast.
📜 History
The Night Vision (Pre-War)
Richard Night designed Little Europe to evoke the charm of the East Coast’s immigrant neighborhoods. Little Italy was deliberately planned as a traditional Italian neighborhood, complete with brownstones, trattorias, and the architecture of old New York. The district attracted European immigrants and their descendants who wanted a piece of the Old World in the New West.
Design Philosophy
Night planned an “Upper Eastside” feel with elements from Boston, New York, and Philadelphia. The district was meant to sit alongside Lake Park and Westhill Gardens as comfortable urban living spaces—pseudo-Victorian homes interspersed with small shops and restaurants within walking distance.
The Mafia Legacy
Even before the 4th Corporate War, Little Italy served as the stronghold of Night City’s Mafia Lords. The colorful Italian crime families established their operations here, running protection rackets, loan sharking, and smuggling operations behind the facades of legitimate businesses. They’ve been here longer than most corporations.
Post-War Recovery
Little Europe survived the 4th Corporate War better than most districts. The brick buildings proved surprisingly resilient, and the Mafia’s own security kept out the worst of the looting. Now the district represents one of Night City’s few success stories—a Rebuilding Urban Center that actually rebuilt.

👤 Notable NPCs
Kenshiro Saeba (Lawman)
“The Night Hunter”
A one-time Solo who served in the SouthAm War, Kenshiro works as a private investigator in Little Europe. Years ago, he cracked a kidnapping case involving Yasume Kanzaki and a rival Mob boss—success that temporarily forced him to hide out in Japantown for several years.
| Aspect | Details |
|---|---|
| Skills | Hellacious hand with a gun |
| Contacts | Many in local law enforcement (not all approve of his methods) |
| Services | Investigation, bodyguard work, backup in a fight |
| Complications | His methods are… flexible |
Father Kevin (Fixer)
Runs Holy Angels Church. Offers sanctuary, spiritual guidance, and neutral ground negotiations. “Sanctuary or the Street. Your Choice.”
The Mafia Lords
The old Italian families still operate from Little Italy. They run protection, loan sharking, and import businesses through legitimate restaurant and cafe fronts. They have an understanding with the corporations: don’t interfere with their neighborhoods, and their “security” won’t interfere with corporate operations.
🛡️ Security
| Area | Security Level | Who Provides |
|---|---|---|
| Camden Court | Exceptional | Private (legendary reputation) |
| Continental Brands | Corporate Standard | Corporate security |
| Danger Gal Offices | High | Danger Gal operatives |
| Monorail Station | Very High | Corporation/city police |
| Financial Row | High | Corporate police |
| Little Italy | Moderate+ | Mafia “protection” |
| Old Quarter | Moderate | NCPD patrols |
| Back alleys | Lower | Casual NCPD presence |
Camden Court Intelligence
Camden Court’s security is legendary. The combination of physical defenses and NET security makes it one of the safest places in Night City for those who can afford it. Many Solos choose to live here specifically because breaching it requires corporate-level resources. DV 21+ for any infiltration attempt—and that’s before the physical security responds.
🌆 Atmosphere
The Divided District
Little Europe captures Night City’s contradictions in a single neighborhood. Glass corporate towers cast shadows over century-old brownstones. The monorail whisks executives to the Corporate Zone while old Italian grandmothers hang laundry from fire escapes below.
Day
- Business professionals crowd the monorail
- Tourists photograph “authentic” European architecture
- Street cafes serve real (expensive) espresso alongside synthetic
- Corporate recruiters prowl near the offices
- Art vendors and street painters work the tourist areas
Night
- Pubs and bars come alive with live music
- Mafia-connected establishments do real business after dark
- PIs like Saeba work their cases
- Shadier deals happen in back rooms
- Still relatively safe by Night City standards
The PI Culture
Little Europe has become the unofficial home of Night City’s private investigator community. The combination of accessible monorail transport, moderate security, and tolerant local authorities (who prefer private resolution of disputes) makes it ideal for the profession. Short Circuit serves as an informal networking hub.
